Final Report from the Task Force
On April 29, 2025, President Alan M. Garber reaffirmed Harvard’s strong resolve to continuing to take action on recommendations put forward by the Presidential Task Force on Combating Antisemitism and Anti-Israeli Bias. This work is focused on nurturing a widespread sense of belonging and promoting respectful dialogue; revising and implementing policies, procedures, and training; and strengthening academic and residential life.
Beginning in spring 2024, the Task Force engaged across the University to learn and inform how to best address instances of bias on campus and create a community where everyone can thrive. Many of the University’s actions and initiatives began in the last academic year and were also guided by the Task Force’s preliminary recommendations released in June 2024. Harvard will continue to advance this work going forward, in alignment with final recommendations released on April 29, 2025.

University actions and commitments
Harvard University is resolved in our commitment to combating antisemitism and anti-Israeli bias. The University has taken and continues to take substantive actions to advance this commitment through both University-wide and School-specific initiatives aligned with preliminary and final recommendations put forward by the Presidential Task Force guided by Harvard’s commitment to open inquiry and academic freedom.
Among the actions Harvard has taken and is taking are:
Strengthening academic and residential life: Harvard has taken steps including: ensuring that its “Belonging Student Leadership Council” includes Jewish student representation; through its new Institutional Voice Principles, no longer issuing official statements about public matters that do not directly affect the university’s core function as an academic institution; dedicating resources to create a research project on antisemitism; working with faculty to strengthen existing academic review processes for courses and curricula, ensuring the highest standards of academic excellence and academic rigor; and defining expectations for teaching excellence.
Supporting belonging and promoting respectful dialogue: Harvard’s commitments and work include: adopting open inquiry and constructive dialogue principles and supporting School-based initiatives that reinforce the free exchange of ideas, rigorous discourse, and empathy for all members of the Harvard community; launching the President’s Building Bridges Fund, which awarded its first grants to student-led projects in February 2025, to foster community and encourage constructive dialogue on interfaith and intercultural issues; expanding Kosher food options on campus; and launching web resources that include a multifaith calendar, a glossary of religious observances, and suggestions for inclusive catering.
Revising and implementing policies, procedures, and training: Harvard has taken intentional and direct steps, including: updating its Campus Use Rules to ensure the consistent understanding of use of campus spaces; clarifying that academic and residential spaces are off limits to protest and dissent activities; reviews of disciplinary process and procedures at the School level; and in April 2025, empowering the President to call on a faculty panel of the University Committee on Rights and Responsibilities to investigate, find facts, and impose discipline in cross-School cases involving alleged violations of the University-wide Statement on Rights and Responsibilities or Campus Use Rules.
